Illegal Bay 
Hi, i've had a PCN stating that a contravention has occured however merely being the owner and not the driver, I have no way of knowing whether this is actually so. According to the driver, a ticket was purchased but the contravention was for expired time. I, as owner and not the driver, am in a position where I have to try an defend something where I wasn't present. I have visited the scene of the alledged contravention and have noticed that the pay and display bay has a double inverse line one end but not the other, in other words, is a hybrid bay.
 
My questions are as follows:
 
1. How, in a democracy, can  an owner of a vehicle and not party to the contravention be expected to defend oneself from an allegation that might or might not have occured, especially when the Council's have been behaving so badly? Is this not a prime case for the ECHR.
 
2. Does the mismatched bay, ie, one end with double inverse lines and the other end, a single inverse line not invalidate the bay.
