Wrong lines and no lines 

Hi, Newbie to this site but not a newbie in general in our fight. Life time member of Pepipoo and a member of ABD.

I live in Dawlish, Devon. The lines on the roads old or new lines are a mess. I have just received a PCN for not displaying a ticket, (never had one) so did I enter into any contract? I do not know if this has any bearing on my defence.

I thought the lines marking out the parking bay were an infringement of the regulations, until I read the small print which says, "The transverse line may be omitted were it meets a raised kerb".  The bay is started by a transverse line and then two disable bays are marked out before it continues on to the raised up kerb some 50 mtrs further on. The disable bay as I understand it are not prescribe as they have a picture plasticized on the road in the actual bay, instead of the word "Disabled" written out side of the bay. I do not know if this is an infringement of the whole of the bay? If not, I am snookered! On this occasion I will have to eat a bit of the humble pie, yuck.

However, I do have another queerie where the Double Yellow lines are disected with the transverse line of a bus loading bay and those yellow lines were blackened out but no t-bar was placed on the end of the remaining yellow lines. I challenge one of the CEO's when he was about to place tickets on vehicles that are parked on the remaining segments of the yellow lines, and he kindly informed me that a recent court case ruled that the T-bar is no longer required at the end of single or double yellow lines. I told him he was talking a load of bollocks and he immediately informed that he could arrest me for using threatening behaviour. I then told him that I had made no threat but had just stated a fact. I left the scene and observed him placing tickets on the vehicles that were parked on this broken yellow line. To make matters worse, the other end of the lines, is non existant, they have been dug up by a firm building a block of flats on the edge of the highway. There are other bays marked out as one continuous bay, but they start with two transverse lines and finish likewise, even though they start and finish with raised kerbs. I thought a continuos bay had to start with a single transverse line?

I have no way of knowing how to post piccy's so I cannot show you the situation as is.
