BBC News A council at the centre of a legal battle over parking fines has been praised in a report for having "firm but fair" traffic rules. Sunderland Council is contesting a High Court bid by campaigner Neil Herron to challenge the national parking enforcement system. Mr Herron argues councils often nullify rules by using improper markings.
